Access for Everyone?
In order to gain access to IODA's Promonet, you'll need to be accepted. You have to sign up for an account and wait up to two days to see whether or not you have been accepted. When I signed up, I needed to provide an email address and also my website address.
Add tracks to your blog
"Promonet was designed to help you quickly find pre-cleared MP3s for use in your blog, podcast or music website. Anytime you see the orange icon next to a track you'll know that the track is a PromoTrack™. You can download the full-length 192Kbps MP3 for use in your podcast, and using our Code Generator you can post a link to the MP3 on your blog or website. All we ask in return is that you credit the PromoTrack and include at least one link to an online retailer."

I came across this DVD call 411 on the Independent Music Movement. It's looks very good and seems to help the independent artist.
